Pełny tekst orzeczenia

issued by the Registrar of the Court ECHR 040 (2026) 18.02.2026 Forthcoming judgments and decisions The European Court of Human Rights will be notifying in writing 88 judgments and / or decisions on Thursday 26 February 2026. Press releases and texts of the judgments and decisions will be available at 10 a.m. (local time) on the Court's Internet site (www.echr.coe.int). Thursday 26 February 2026 Macovei v. Romania (application no. 58004/17) The applicant, Monica-Luisa Macovei, is a Romanian national who was born in 1959 and lives in Bucharest. She is a former politician, a former member of the European parliament and a former Minister of Justice. The case concerns proceedings brought by Ms Macovei to challenge sanctions imposed on her for having violated the rules on election financing during her 2014 presidential campaign. In February 2015 the Permanent Electoral Authority, the body responsible for supervising the organisation of elections in Romania, issued fines and confiscation orders for alleged breaches of Law no. 334/2006 on financing the activities of political parties and electoral campaigns. Relying on Article 6 (right to a fair trial) of the European Convention on Human Rights and on arguments essentially referring to its criminal limb, Ms Macovei complains that the proceedings about her claim against the AEP were conducted unfairly and argues that the national court gave reasons that were arbitrary and manifestly unreasonable. She also complains, under Article 7 of the Convention (no punishment without law), that, by upholding the sanctions imposed on her, the County Court violated the principle that punishments had to be provided for by law and the principle of the retrospective application of more lenient criminal law. The Court will give its rulings in writing on the following cases, some of which concern issues which have already been submitted to the Court, including excessive length of proceedings. These rulings can be consulted from the day of their delivery on the Court's online database HUDOC. They will not appear in the press release issued on that day. Name Aramyan v.
