Article 3(2 ) of Council Regulation ( EEC ) No . 2967/76 does not prohibit national rules whereby any batch of goods from which a sample has been taken must be withheld from the market until the inspection procedure is completed . Such national rules need not specify any time-limit for a suspension from the market; but any such suspension must not exceed the time which is necessary for the purposes of an effective system of inspection .
